Experience and feedback on the Work Programme amongst the long term unemployed

Challenge

Indigo Research was asked to assess participants’ feedback on the Work Programme currently delivered by Tomorrow’s People in 4 areas: Bristol, Bath, Plymouth and Barking & Dagenham. Understanding participants experience and impact of the programme was crucial to establish the overall benefits and support in connecting with the employment market. A challenging audience (low levels of confidence, poor literacy skills and multiple barriers to working) required sensitive and emphatic questioning together with careful use of projective techniques to encourage open and constructive feedback.

Approach

Extended focus groups were conducted in each location reflecting the diverse nature of the unemployed including age, gender, SEG, education and qualifications and length of time on programme and employment history.

Interviews with front line managers were also included to understand implementation of the programme and service delivery and to identify ways of improving the programme going forwards.

Results

Participants’ feedback, both verbally and in their selection of images depicting their journey, provided strong and compelling support for the delivery of the Work Programme by Tomorrow’s People. Specifically the regular ongoing support by advisors provided emotional building blocks which combined with the practical skills made a majority of claimants feel positive and confident about gaining future employment.

The research provided some key insights in the longer term delivery of the programme, both from participants and staff perspectives.
